North Korea holds rare meeting on farming amid food shortage – Times of India

SEOUL, South Korea: North Korean leader Kim Jong Un opened a major political conference dedicated to agricultural improvement, state media reported Monday, amid outside assessments that the country’s chronic food insecurity is getting worse.
Recent unconfirmed reports have said an unknown number of North Koreans have died of hunger. But observers have seen no indication of mass deaths or famine in North Korea, though its food shortage has likely deepened due to pandemic-related curbs, persistent international sanctions and its own mismanagements.
During a high-level meeting of the ruling Workers’ Party that began Sunday, senior party officials reviewed last year’s work under state goals to accomplish “rural revolution in the new era,” the official Korean Central News Agency reported.
The report said that the meeting of the party’s Central Committee will determine “immediate, important” tasks on agricultural issues and “urgent tasks arising at the present stage of the national economic development.”
KNCA didn’t say whether Kim spoke during the meeting or how long it would last. Senior officials such as Cabinet Premier Kim Tok Hun and Jo Yong Won, one of Kim’s closest aides who handles the Central Committee’s organizational affairs, were also attending.
The meeting is the party’s first plenary session convened only to discuss agriculture. Monday’s report didn’t elaborate on its agenda, but the party’s powerful Politburo said earlier this month that a “a turning point is needed to dynamically promote radical change in agricultural development.”
Most analysts North Korea’s food situation today is nowhere near the extremes of the 1990s, when hundreds of thousands of people died in a famine. However, some experts say its food insecurity is likely at its worst since Kim took power in 2011, after COVID-19 restrictions further shocked an economy battered by decades of mismanagement and crippling U.S.-led sanctions imposed over Kim’s nuclear program.
In early 2020, North Korea tried to shield its population from the coronavirus by imposing stringent border controls that choked off trade with China, its main ally and economic lifeline. Russia’s war on Ukraine possibly worsened the situation by driving up global prices of food, energy and fertilizer, on which North Korea’s agricultural production is heavily dependent.
After spending more than two years in a strict pandemic lockdown, North Korea last year reopened freight train traffic with China and Russia. More than 90% of North Korea’s official external trade goes through its border with China.
Last year, North Korea’s grain production was estimated at 4.5 million tons, a 3.8% drop from 2020, according to South Korean government assessments. The North was estimated to have produced between 4.4 million tons to 4.8 million tons of grain annually from 2012-2021, according to previous South Korean data.
North Korea needs about 5.5 million tons of grain to feed its 25 million people annually, so it’s short about 1 million tons this year. In past years, half of such a gap was usually met by unofficial grain purchases from China, with the rest remaining as unresolved shortfall, according to Kwon Tae-jin, a senior economist at the private GS&J Institute in South Korea.
Kwon says trade curbs due to the pandemic have likely hindered unofficial rice purchases from China. Efforts by North Korean authorities to tighten controls and restrict market activities have also worsened the situation, he said.
It’s unclear whether North Korea will take any action to quickly address its food problems. Some experts say North Korea will use this week’s plenary meeting to boost public support of Kim during his confrontations with the United States and its allies over his nuclear ambitions.
Despite limited resources, Kim has been aggressively pushing to expand his nuclear weapons and missile programs to pressure Washington into accepting the idea of the North as a nuclear power and lift international sanctions on it. After a record year of weapons testing activities in 2022, North Korea launched an intercontinental ballistic missile and other weapons in displays this month.

PM Modi’s remarks came during a webinar on “Reaching the Last Mile” that he addressed on Monday

Prime Minister Narendra Modi on Monday spoke highly of the 2023-24 Union Budget, also called the ‘Amrit Kaal’ Budget by Finance Minister Nirmala Sitharaman. He emphasized on how the budget will help India reach the “last mile”.

PM Modi also emphasized on the growth of the tribal community, digital learning in schools and workshops for more knowledge on start-ups. “If we start workshops for start-ups and digital marketing in schools, it will provide great benefit to our tribal community. When children pass out of Eklavya Model Residential Schools, they’ll know how to promote tribal product of their region and how to do their online branding,” he said.

PM Modi’s remarks came during a webinar on “Reaching the Last Mile” that he addressed on Monday. “There is a need to take the mantra of Reaching The Last Mile to the last mile in the tribal areas and rural areas in India,” he noted.

Highlighting the importance of good governance, the Prime Minister said, “The most essential condition for the success of any government work or project is good governance. When work is measurable and constantly monitored, it is natural that you can meet goals set within a timeframe and get desired results.”

Earlier, it took decades for vaccines to reach far-off places in the country, he noted. “Crores of children especially in rural and tribal belts had to wait for years for vaccines,” he said.

The prime minister lauded the Centre for resorting to modern ways and not having an old approach. “Had we worked with the old approach, India would have taken several more decades for full vaccination coverage,” he said.

“When the coronavirus pandemic arrived in India, the new system benefitted us in taking vaccines to far-off places. I believe good governance played a big role that made the last mile delivery possible,” he concluded.

Indian-American woman research scientist, Darshana Patel, has announced her bid to run for the California State Assembly District 76 in 2024.

Patel, 48, is seeking the North County seat that will be vacated after 2024 by Brian Maienschein, who is termed out.

“As the daughter of immigrants who struggled to realise the American Dream, I know the challenges that families can face during hard times,” Patel, a community leader and a Democrat, was quoted as saying by the Times of San Diego.

“I am running for State Assembly because I want to make sure that every person has the opportunity to succeed and thrive, and because I can use my experience as a scientist, elected school board member, and civic leader to make a difference in their lives,” Patel, who moved to California when she was a teen, added.

Patel was elected to the Poway Unified board when the district was struggling because of financial mismanagement and criminal embezzlement and helped to restore fiscal responsibility. She was reelected in 2020.

In addition to her work on the school board, Patel serves on the California Commission on Asian and Pacific Islander American Affairs and as president of the San Diego County School Boards Association.

She has previously held executive positions on the Rancho Penasquitos Planning Board, Rancho Penasquitos Town Council, Park Village Elementary School PTA and Education Foundation Board.

Delhi Traffic Police informed in a tweet on Monday morning that traffic will remain affected on DDU Marg in the carriageway from Minto Road towards ITO and vice-versa due to special traffic arrangements

Traffic is expected to be affected in parts of central Delhi during the day due to elaborate security arrangements put in place due to the protest called by Aam Aadmi Party against the arrest of its leader and Delhi Deputy Chief Minister Manish Sisodia by the CBI in the excise policy case.

A senior police officer said heavy security arrangements have been made on the stretch — DDU Marg — in central Delhi where both the BJP and the AAP headquarters are located.

Delhi Traffic Police informed in a tweet on Monday morning that traffic will remain affected on DDU Marg in the carriageway from Minto Road towards ITO and vice-versa due to special traffic arrangements.

The security arrangements have been tightened after AAP’s call for a protest. Senior AAP leader Gopal Rai said the party will mark the day as a “black day” and will hold protests across the country against the arrest of Sisodia. “In Delhi, we will stage a protest at BJP’s national office at 12 noon,” he said.

Central Bureau of Investigation (CBI0 on Sunday arrested Sisodia in connection with alleged corruption in the now-scrapped excise policy relating to the sale of alcohol.

Sisodia’s arrest comes after that of Satyendar Jain, Delhi’s then health minister, in June last year. Both ministers have led what the AAP describes as the successful transformation of Delhi’s education and health services, contributing to the party’s popularity and continued electoral success.

Police on Sunday had detained 50 people, including AAP MP Sanjay Singh and minister Gopal Rai, who were protesting near the CBI office.

‘There will be a level of discomfort’ – Starc happy with where is at ahead of Test return

Mitchell Starc will be feeling discomfort in his injured finger for some time to come, but is primed to make his Test return in Indore as Australia look to find a way to halt the India juggernaut.

“It’s good enough,” Starc said of his finger. “There’s going to be a level of discomfort… I don’t think it is going to be 100% for a little while, but the ball is coming out quite nicely and I feel like I’m pretty much at full tilt.

“It’s more the discomfort of the joint being restricted having been in a splint for six weeks and still having to be in a splint for another couple of weeks yet. That’s probably the only part – dealing with the discomfort of it, getting the mobility back into it. That’ll come over the next couple of weeks and it’s progressed again, it’s a progression each day I bowl. It’s not a concern for me, the comfort levels – it’s doing what I need it to do to be available to play.

“It wouldn’t be the first Test match I’ve played in some sort of discomfort. If I only played when I was at 100%, I would have only played five or ten Tests. I’m happy with where it’s at and I’ve built up enough of a pain threshold to deal with that stuff over the last 10 or 12 years.”

Unlike Cummins in Delhi, Starc should not have to shoulder the pace bowling alone, with Cameron Green also set to play for the first time in the series, allowing Australia to finally be able to select a side with whichever balance they wish, having had to make compromises in the first two matches. Currently, the likelihood is that the three frontline spinners used in Delhi would be retained, provided Todd Murphy has no reaction to the minor side issue he suffered last week.

“Being a left-armer is slightly different and obviously with the footmarks I can produce as well. Certainly produce more than the Indian guys with being a bit heavier at the crease”

Mitchell Starc

Starc does not have too many fond memories of bowling in India, where his four Tests split across two previous tours have brought seven wickets at 50.14. Australia’s quicks are yet to have the same impact as India’s in this series – particularly Mohammed Shami, who has been a threat with new ball and old – but Starc was hopeful of having a say with his airspeed and angle even if spin remained dominant.

Two days out from the start, there was a significant patch of grass in the centre of the Holkar Stadium pitch with the ends looking dry.

“It’s been a challenge for the first two Tests,” Starc said. “We do see spin playing a huge part having said [that,] the quicks still do have a part to play with the new ball [and] if it does reverse, being able to bowl that skiddy ball and bringing the stumps into play. There’s certainly an important role to play for the seam bowlers as we’ve seen with the Indian guys, and Pat has been attacking at times as well with the ball.”

Starc’s return will also be a boost for Australia’s two offspinners, Murphy and Nathan Lyon, with the rough he will create outside the right-handers’ off stump, although whatever is available for them will also be of use to R Ashwin.

“Being a left-armer is slightly different and obviously with the footmarks I can produce as well,” Starc said. “Certainly produce more than the Indian guys with being a bit heavier at the crease.”

The Bangalore Metro Rail Corporation Limited (BMRCL) will be expanding Namma Metro connectivity in the city by over 40 Kms in the current financial year. The BMRCL is currently working to extend several sections of the metro in Bengaluru and construction work is underway on different projects.

In the Karnataka Budget 2023-24, which was presented by Chief Minister Basvaraj Bommai last week, Rs 2,500 crore has been allocated for the ongoing projects of the Namma Metro. The BMRCL is planning to include an additional 40.15 km route in the metro network.

As per the budget, currently, the Bengaluru Metro Rail Scheme is operational in a network of 56 kms. The work on the route connecting the Central Silk Board Junction to Kempegowda International Airport, which is 58.19 kms in length and has 30 stations is under progress.

The Karnataka Chief Minister, in the budget, said that a detailed project report for two corridors having length of 44.65 km and with 31 stations has been submitted to the Union government. He said that the estimated cost of the project would be Rs 16,328 crore and the work will be carried out following approval from the Centre.

Talking about the metro work, BMRCL Managing Director Anjum Parwez stated that both the state government and the Centre fund the BMRCL projects. He added that they have received Rs 5,936 crore in the budget from both state and Centre combined. “Approximately, Rs 2,500 crore has been announced for us in the state budget,” Parwez said.

The MD further informed that the funds will be used for a 40-km metro route which will be commissioned this year. He said that the BMRCL has nearly Rs 6,000 crore in funds, which is enough for the ongoing projects.

Earlier this month, it was reported that the KR Puram-Whitefield section of the Namma Metro’s Purple Line is set to open for commercial operations. The BMRCL plans to operate trains on the Whitefield line at a frequency of 10 minutes. The corporation will launch five sets of trains having six coaches each between the two points.

Lionel Messi’s Majestic Assist For Kylian Mbappe Takes Internet By Storm. Watch | Football News

Argentina

Kylian Mbappe scored a brace and Lionel Messi netted another as Ligue 1 leaders Paris Saint Germain routed Marseille 3-0 at the Velodrome on Monday. Messi, who scored a brilliant stoppage-time free kick to secure all three points for PSG last week at home against Lille, got the internet talking with his majestic assist for Mbappe, who doubled his tally for the night with a fine finish. The World Cup winner fooled the Marseille backline with a perfect pass to Mbappe, who ended up scoring the 200th goal of his PSG career.

Here’s how Twitter reacted:

Marseille had high hopes of beating their greatest foes and cutting the gap to the league leaders down to just two points, but Mbappe opened the scoring in lethal fashion in the 25th minute from a Lionel Messi assist.

Mbappe then returned the favour for Messi to double their lead at the Velodrome just four minutes later, and he then linked up with the Argentine to notch his second of the match 10 minutes into the second half and make it 3-0.

That took Mbappe to a double century of goals for PSG in just short of 250 appearances since signing from Monaco in 2017.

The 24-year-old therefore equals his former teammate Edinson Cavani as the club’s record marksman.

The convincing win came after a stuttering run of form as PSG moved eight points clear at the top from second-placed Marseille, with Monaco and Lens a further two points behind them.

Monaco lost 3-0 at home to Nice earlier on Sunday.

Flexi Fares Brought Nearly Rs 3 Crore Per Day for Railways in 2022, 20% Jump from 2019: RTI

Last Updated: February 27, 2023, 11:28 IST

The Railways had increased passenger fares by 1 to 4 paisa across various classes, only over the non-suburban sections of Indian Railways, from January 1, 2020. (Representative image: Ministry of Railways)

The flexi fare scheme was introduced by the Railways in 2016 in premium trains. Under the scheme, the fare increases by 10 per cent with every 10 per cent of berths sold subject to a maximum limit

The Indian Railways earned close to Rs 3 crore per day in 2022 from its flexi fare schemes in Rajdhani, Shatabdi and Duronto trains — a jump of over 20 per cent from 2019 — according to Right to Information (RTI) Act data accessed by News18.

More than 1.94 crore flexi fare tickets were booked in 2022, down from 2.04 crore in 2019. However, the earning from flexi fare has gone up from Rs 885 crore in 2019 to Rs 1,071 crore in 2022, the reply to an RTI filed by News18 shows. In turn, the average per day earning has gone up from Rs 242 crore in 2019 to Rs 293 core in 2022.

Further, the average per ticket earning has gone up from Rs 433 in 2019 to Rs 467 in 2020 and Rs 550 in 2022.

In the year 2020, when India and the world were hit by the coronavirus pandemic, Indian Railways sold over 86 lakh tickets under the scheme and earned Rs 404 crore. The next year, when the deadly second wave hit India, the Railways sold 1.28 crore tickets under the scheme and earned Rs 539 crore, the data shows.

The flexi fare scheme was introduced by the Railways in 2016 in premium trains, including Rajdhani, Shatabdi and Duronto. Under this scheme, the fare increases by 10 per cent with every 10 per cent of berths sold subject to a maximum limit. No change has been made in the fare of First AC and Executive class.

According to the ministry, the scheme was introduced in order to recover the losses and provide passengers with a better travelling experience.

It is also important to note that the last time the Railways increased the fare was in June 2014. The train fares of all classes were increased by 14.2 per cent. Since then, there has been no hike in the train fare, except a “marginal increase” in 2020. The Railways in 2020 said it had to increase the fare “in order to expand passenger amenities and facilities at railway stations and trains” without “overburdening any class of passengers”.

The Railways had increased passenger fares by 1 to 4 paisa across various classes, only over the non-suburban sections of Indian Railways, from January 1, 2020. There was no fare hike for passengers over suburban sections and season ticket holders.
