Position Purpose
Reporting to the Director of Benefits and Wellness, the Retirement Plans Manager oversees and manages the day-to-day operations of the Defined Contributions plans (401(a) and 403(b)), Defined Benefits plan, and non-qualified plan (collectively the Plans).

- Bachelors degree plus 5+ years of experience with direct responsibility for the administration of retirement plans or an equivalent combination of education and experience.
- Expertise in retirement and benefits laws/regulations, policies, and practices with particular expert level knowledge in those pertaining to retirement plans.
- Demonstrated expertise with standard concepts, practices, and procedures related to defined contribution, defined benefit and non-qualified plan administration, management, and governance.
- Strong aptitude for data and numbers, and extremely organized and detail oriented – Excellent computer skills, expert level user with Microsoft Office.
- Excellent written and verbal skills, strong analytical and interpretive skills; Outstanding interpersonal skills with an ability to work within a team environment and independently.
- Must be comfortable presenting in front of large groups both in person and virtually.
- Ability to handle multiple priorities simultaneously.
Preferred Qualifications
- Experience managing large, complex Defined Contribution and Defined Benefit plans.
- Prior experience managing large, complex projects.
- Advanced knowledge of Employee Retirement Income and Security Act (ERISA), Department of Labor and Internal Revenue Service regulatory issues.
- Proficient user of HRIS systems.

Description
Plan Management/Compliance
- Manages five Dartmouth retirement plans. Oversees the day-to-day operations of the retirement plans ensuring compliance within all areas.
- Manages annual retirement plan audits and compliance testing. Collaborates with finance staff, auditors, consultants, attorneys, and retirement plans record keepers to ensure timely filing of required federal documents. Develops audit protocols; establishes a regular audit schedule and conducts audits according to schedule; maintains a report of audit findings and corrections; oversees audit corrections and ensures all audit corrections are made; recommends changes to established procedures as required by audit findings.
- Manages the administrative functions and coordinates activities, establishing deadlines and determining priorities to ensure compliance of enrollments, terminations, monitors effectiveness of retirement plan processes, makes recommendations for improvements and implements changes to employee retirement plans. Manages compliance with federal retirement plans contribution limits.
- Responsible for reviewing contracts, plan documents, Summary Plan Descriptions and other legal documents for accuracy and ensuring all compliance notifications are delivered.
- Fulfills fiduciary governance tasks as a non-voting member on the Retirement Plan Governance Committee (RPGC) and serves as the Secretary of the RPGC. The Committee implements best practices for oversight of all retirement plan activity, as well as reviews and recommends plan changes.
- Establish and consistently maintain effective and positive working relationships with retirement vendors and monitor vendor service levels.
- Oversees preparation and submission of all required reports and ensures retirement plans fully comply with current and future government regulations.
- Interprets federal regulations and ensures that statutory changes are incorporated into the information systems. Works closely with Benefits Analysts to ensure systems reflect changes accurately.
- Manages the Flexible Retirement Option (FRO), a phased retirement program for Dartmouth faculty.

Description
Communications/Counseling/Consulting
- Interprets policies, procedures, regulations, and plan documents when communicating retirement plan information to plan participants, plans recordkeepers, TPA’s, and consultants.
- Presents retirement plans information at new-hire orientation and seminars. Administers, implements, and monitors the effectiveness of the benefits communication program and recommends continuous improvement processes.
- Develop and arrange retirement plan educational seminars for employees to maintain and enhance participant engagement.

Description
General Administration
- Manage, guide and mentor Retirement Plan Administrator.
- Oversees Dartmouth retirement plans in the retirement plans recordkeeping systems. Identifies when systems are not functioning properly or when changes are required. Works with HR, computing staff, and vendors to identify the issue and assure the fix is tested and working properly. Authorizes programming changes to applicable systems, oversees system output, and updates employee communication materials.
- Provides oversight and direction to solve complex and unusual situations such as account discrepancies, systems inconsistencies, and payroll questions. Solve problems and interpret complex regulations as they relate to business processes and benefits issues.
- Manages production of Defined Benefit annual summary statement, annual funding notice, and other required notifications to all participants.
- Stays current with all federal/state regulations and Dartmouth policies/procedures and ensures all decisions and actions are in compliance.
- Advises the Director of Benefits and Wellness of improvement opportunities to the efficiency of office procedures, documents procedures, and makes recommendations on changes to recordkeeping systems used for retirement plan administration.
