Position Summary
Portland Community College is looking for a Labor Relations Partner to join our People Strategy, Equity, and Culture (PSEC) Team! This position joins the Director of Labor Relations and the Senior Labor Relations Partner to provide confidential support for PCC’s employees and staff by helping organize our materials and historical documents, organize and analyze related data, and produce effective reports and presentations.
This role will require the abilities to develop and maintain effective working relationships with officials and employees at all levels; communicate effectively, demonstrate resourcefulness and tact in public contacts, exercise considerable judgment and initiative, handle sensitive and confidential matters and situations, and perform a variety of independent research and analysis activities.

Candidate Profile

- Ability to analyze data to help detect trends that identify opportunities towards developing an equitable approach to labor issues; including experience in conducting data research and report compilation
- Demonstrated experience navigating the complexities of Public Sector and/or education environments; preferably in a union environment
- Knowledge and expertise in labor law, collective bargaining, or other related areas which support preparation and successful navigation in the above-described environments
Minimum Qualifications
To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).
- Bachelor’s degree in Human Resources, Business, or other relevant discipline (Note: Relevant experience may substitute for the degree requirement on a year-for-year basis.)
- Two years of recent professional human resources experience; including broad generalist experience in the development and delivery of comprehensive people and culture services and experience in labor relations

Starting Salary Expectations
Minimum $72,776 to range midpoint of $89,151. Placement will generally not exceed the mid-point, based on qualifications, experience, and internal equity.

Working Conditions and Physical Requirements
This job operates in a professional business office environment on a PCC campus, with frequent interruptions and irregularities in the work schedule. While performing the duties of this job, the employee is regularly required to maintain a stationary position for long periods of time (sitting or standing); communicate with employees, partners, and stakeholders; and operate a computer to develop work products, communicate, and carry out responsibilities. Occasionally the employee is required to travel to other campuses to attend meetings, access items, and utilize equipment, and, rarely, move or transport items up to 10 pounds. Ability to provide own transportation to and from campuses and/or offsite functions may be required.
