The Human Resources Business Partner, Talent Acquisition, supports the College’s strategic and operational
objectives in the following way: Performs a variety of responsible, confidential, technical and analytical activities in support of the
College’s talent acquisition programs to meet organizational staffing goals. Ensure processes are fair and equitable and in accordance with
best practices for diversity, equity and inclusion; develop innovative sourcing, recruitment strategies and outreach programs; collaborate
with hiring managers on recruitment plans and timelines; administer the College’s applicant tracking software; develop workforce measures,
metrics and reports; initiate process improvements as needed; support search committees; and provide confidential assistance to the CHRO and
Director of Human Resources, including participating in activities related to collective bargaining. In this context, the incumbent in this
position will collaborate with others at all levels of the organization and with external stakeholders in the consideration of significant
goals, concepts, initiatives, and other activities that profoundly affect Clackamas Community College, its employees, students and the
people that it serves.


1. Talent Acquisition (60% of

  1. Develop innovative sourcing, recruitment strategies and outreach programs to attract diverse, qualified candidates.
    Establish and maintain partnerships with internal resources and community partners in support of outreach efforts; and contact community
    services, colleges, employment agencies, recruiters, media, and internet sites as needed to source candidates. Design and disseminate
    recruitment materials highlighting the benefits of working at the College to attract job applicants.
  2. Collaborate with hiring
    managers on talent acquisition plans and timelines; create job ads and announcements and place with vendors by established deadlines;
    disseminate notice of open positions to established and/or recruitment-specific lists both internal and external to the College. Partner
    with the Website team to maintain the “Career Opportunities” section of the College website.
  3. Assist selection committees in the
    creation of candidate assessment processes that accurately evaluate candidate qualifications in accordance with the required qualifications
    in the job description. Prepare and/or review interview questions; assist in the development of scoring mechanisms and skills assessments;
    and ensure candidates understand job requirements, assessments and expectations. Respond to employee and applicant inquiries as
  4. Oversee, administer, customize, maintain and troubleshoot applicant tracking technology systems. Develop/revise workflow and
    internal procedures to meet College needs and adapt to evolving employment laws. Ensure that positions are opened and closed in a timely
    manner. Utilize system to screen applications for minimum qualifications to develop a pool of qualified candidates.
  5. Develop
    workforce measures, metrics and reports by tracking and analyzing applicant sourcing, and selection data. Evaluate and report on sourcing
    efficacy; recommend and initiate activities to respond to trends and continuously improve processes; maintain accurate applicant and
    recruitment electronic systems and databases to produce consistent, timely and accurate reports.
  6. Provide support to search
    committees as requested and/or needed. Facilitate and/or participate in job interviews; proctor assessment activities; and coordinate
    scheduling of interviews and related logistics.
  7. Staff the College’s Position Review Committee. Schedule meetings; prepare and
    disseminate materials; and present Committee recommendations to the Executive Team.
  8. Coordinate candidate offer activities. Draft
    offer letters; ensure new hires complete necessary paperwork according to established deadlines; and assist in the completion of background
    checks when needed.
  9. Collaborate with supervisors, managers and HR colleagues to create or update job descriptions; ensure job
    descriptions meet department standards; add to applicant tracking application.
  10. Establish employee information records; provide
    timely and accurate input into HR systems.
  11. Collect, manage and maintain recruitment and selection files in accordance with
    employment laws and College policy.
  12. Compose and distribute weekly talent acquisition report.
  13. Travel to job fairs and hiring
    events to advertise and market CCC jobs/benefits and opportunities.

2. DEI Initiatives (10%)

  1. Advocate for
    and ensure talent acquisition processes and practices demonstrate diversity, equity and inclusion best practices; act as resource for
    managers, supervisors and employees on DEI best practice for all talent acquisition processes.
  2. Participate in DEI workgroups and
    subcommittees focused on DEI in talent acquisition processes; implement DEI committee recommendations to ensure continuous improvement of
    these processes.

3. Employee Engagement (10% of time)

  1. Partner with HR colleagues to develop and deliver new
    hire onboarding and orientation processes to build a sense of connection to and belonging at the College and build understanding of the
    culture of the College.

4. Training and Development (10% of time)

  1. Develop and deliver learning
    opportunities for managers and employees on all aspects of recruitment and selection including but not limited to: identifying and
    addressing implicit bias in hiring practices, applicant review and assessment, interviewing practices and how to complete reference
  2. Provide training and assistance for the online applicant tracking system for job applicants, employees, managers and

5. Performance Management (10% of

  1. Schedule and coordinate probationary and annual performance reviews for employees represented by the Association of
    Classified Employees. Track process compliance and completion; respond to requests for assistance from employees and

  • Build and sustain collaborative work relationships both inside and outside the College;
  • Individually
    manage a high volume of open recruitments;
  • Exercise tact and diplomacy in dealing with sensitive, complex and confidential human
    resource issues and employee situations;
  • Analyze data and reach conclusions that are supported by the data in order to measure
    results, indicate trends and provide meaningful information for use in bargaining;
  • Aptitude and interest necessary to further
    develop knowledge and abilities.


Bachelor’s degree in Business, Human Resources,
Finance, or a related field; three years’ relevant work experience. Any equivalent combination of education and experience will receive


Knowledge of NEOGOV applicant tracking system. An HR-related
certification such as the PHR, IPMA-SCP, CCP, CMS, CEBS, or another professional HR certification.


A driver’s license valid in the State of Oregon or an acceptable means of alternate transportation.

The employee is frequently required to sit, stand, bend, kneel,
stoop, communicate, reach, and manipulate objects. The position requires mobility, including the ability to move materials weighing up to
five pounds on a regular basis. Infrequently, moving materials weighing up to 25 pounds may be required. Manual dexterity and coordination
are required more than 50% of the work period while operating equipment such as computers and other standard office equipment.


Supervision of others is not a typical function assigned to this
position. However, this position will assign work to, provide training and orientation to, and monitor the tasks/projects of part-time
employees and/or student workers.


Works under the general supervision of the
Director of Human Resources Operations. General guidelines and SOPs, state and federal rules/regulations, union contracts, and established
College policies dictate actions.
